One or Two Cargo Containers per Rail Unit

The BorderTransportationSystem is being designed to have independently driven and controlled freight units, and therefore it may not be suitable to have more than one container on each, as each container may be going to a separate destination.  There will though be the need for shipping containers from or to Brownsville and San Diego as a bypass to the long transport time of going through the Panama Canal.  This therefore will require loading the maximum number of containers per rail unit, and that can be two or four if double decked and the units engine has the power to move the unit. 

One possible limiting problem is the clearance between the High-Speed Rail on the lower level and the Mag Lev on the higher 'T' level.
